Central Texas Flood Relief Program

Buddhist Center – Vietnamese Temple * Tu Bi Foundation would like to respectfully thank the contributions of Venerable monks and nuns, Buddhists and benefactors near and far. ย Thanks to their loving hearts and open minds, Tu Bi Foundation has received a total of $75,597.00 to help people affected by the historic flood in Central Texas. ย Tu Bi Foundation has fulfilled its wish to โ€œgive joy, help people reduce sufferingโ€. ย Compassion in Action โ€“ Bringing Healing and Hopeโ€.

On September 21-22, 2025, under the guidance of Venerable Thich Nguyen Dat, the Tu Bi Foundation delegation, consisting of 14 monks and nuns and 46 Buddhists from the Vietnamese Temple, represented the benefactors and directly brought love and spread compassion to the people of Travis County and Hunt County.

Letter from Ms. Isabelle Maricar:

During March of this year, I volunteered at the Northern Neck-Middlesex Free Clinic through William and Maryโ€™s Branch Out Alternative Breaks program. The program focuses on fostering active citizenship in students during school breaks, where students have a chance to volunteer in a community and learn about the social issues at hand. While Covid-19 sadly cut my break short, I was able to give back and return to the clinic in June with my mom and Cรด Huyแปn from Thฤƒng Long Vietnamese School. When I told my mom about the clinicโ€™s shortage in face masks, she reached out to Cรด Huyแปn who was kind enough to collect and donate masks from the Tแปซ Bi Foundation and the Compassionate Service Society East. Returning to the clinic to see Ms. Jeanie Nelson, the founder of the clinic, and the rest of the staff had a profound effect on me and my outlook on equitable and affordable healthcare. I highly encourage youth to seek volunteer opportunities where they can give back to the community. Volunteering should not be done as a โ€œresume boosterโ€, but should be done to practice compassion and to learn more about their own communities. Volunteer opportunities should be sustainable (i.e. recurring activities that promote long-term relationships with the community) and encourage reflection (i.e. asking questions such as โ€œWhat is the social issue/bigger picture at hand?โ€ โ€œWhat are my own biases as a volunteer?โ€ โ€œAside from volunteering, how else can I positively contribute to this social issue?โ€). With those things in mind, effective volunteering can guide youth toward active citizenship and promote positive changes in their communities.

Thank you letter from the United Way in North Carolina

Dear Most Ven. Thich Nguyen Hanh & Ms. Le Huyen:

How can we thank friends that we did not know, who came from other states to help our families in need and brought to our community great kindness, love and compassion? Imagine how I felt, receiving a call from you informing me of your plan to provide assistance.  

Several weeks ago, you came to our community to assess the damage. This past weekend, you came back to provide generous financial support that will help many.

Perhaps the greater gift was your presence.  I think back to the smiles of appreciation and gratitude. I think back to the expressions of thanks and โ€œGod Bless Youโ€.  Yes, there were tears in the eyes of many.  I was teary eyed on several occasions when the emotions overcame the recipients who understood that people cared about them. Some needed caring and compassion as much as the crucial funding.

Love generates love and compassion is passed on through others. I remember the mother, as we were running out of money, who told us that we should take the mothers with children first! There was the young mother that came back to let us know that we gave her too much and although she needed the money as well, she did not want to take something meant for others. She thought we were giving $100. I saw her face when you told her that the amount was correct.

Then there was our young 11 year old hero. We essentially stopped the project to highlight what this young boy did after the storm, going house to house helping others in the neighborhood. This young man will remember for a lifetime, our genuine appreciation for what he did.

Well, I will never forget this past Saturday when you came to visit our Cape Fear area. I may forget the faces of the people you helped and I may forget the details of what we did together. I will never forget the feeling of love and compassion that you brought to our community with your financial support.

It is now something we will need to pass on to someone else, because you gave us a wonderful gift. Your love is still shinning in my heart and mind. We are thankful to you.

Florence Relief North Carolina 2018.10.26

Hurricane Florence Relief in North Carolina, October 26-27, 2018

 

Dear benefactors and fellow countrymen;

Within 1 month (September 14 to October 10, 2018), two hurricane Florence and Michael caused extensive damage to the southeastern part of the United States.  At the same time,  Indonesia encounter flood and earthquake.  Thousands of families are facing difficulties after natural disasters all over the world.

Tu Bi Foundation, partron at Vietnam Buddhist Temple in Houston, and benefactors from many states has donated $ 35,390.00 to help support and help those affected by Hurricane Florence, Michael and tsunami/earthquake in Indonesia.

Although the damage exceed our modest contribution, the Association has made it possible to follow the wishes of our foundation and benefactors:  to come to the direct service in North Carolina.  The lives of people in Wilmington are very difficult, the storm caused 100% damage to the agriculture industry.   The authorized amount is as follows:

    • $ 22,300 USD Florence Relief
    • $ 7,070 USD Michael Relief go directly to American Red Cross representatives
    • $ 7,140 USD (together with $ 1,000 sent by Vien Thong Pagoda) to help Indonesian people (get 100% matching into $ 14,280 to send to the above 5 Charities Global Impact in Indonesia: Global Impact, Direct Relief International Medical Corps, Save the Children Federation Inc, UNICEF USA, World Vision Inc).
    • Received news Quan Am Nam Hai Zen Monastery in Panama City, Florida was damaged after Hurricane Michael caused by an American Buddhist to call for help: contribute money to repair electric systems and contribute labor to help clean and saw broken trees after storms. Tu Bi Association donated $ 500.0 USD.

The total cost for the proxy programs is $ 36,010. The association has spent 620.0 US in addition to the amount donated to help with the programs.

Hurricane recovery in Florence in North Carolina was conducted in person on Oct. 26-27, 2018,  Venerable master, Buddhists at Quan Am Temple in South Carolina, and volunteers from Vietnam Buddhist Temple in TX and Virginia arrived to distribute 110 gifts to struggling families after the storm in Florence – including Vietnamese and American families, regardless of race and religion.   We were supported by the United Way and Port of Wilmington to help us reach the families in need after Florence.  Out of the 3000 families that have apply for assistance, we selected 107 families with children and lone elderly who have not receive assistance of any kind.    Each family received $200, 5 families received $ 100 because they were not on the selected list.  And 3 Vietnamese families receive $400 USD.   The total value is $ 22,300 USD.   In Virginia, the Thiแป‡n Nguyแป‡n Tรฌnh Thฦฐฦกng Association contributed $ 10,000 and Phรกp Hoa Charity Association assisted Tu Bi Foundation in our work to relief for those affected by Hurricane Florence.   It is wonderful to see the in the spirit of cooperation between charity organization in Virgina.

Below is a first-hand account from one of our Texas Red Cross workers on the scene in the Carolina. The story is heart-breaking. Yet, thanks to the generosity of so many, American Red Cross will โ€œbe thereโ€ working closely with our governmental, faith-based, and community partners โ€“ as long as it takesโ€ฆ

 (Received today from a Red Cross worker who spent the last 2 weeks in North Carolina)

 I did not realize when I volunteered to deploy how intense and moving my deployment in North Carolina would be. As we scouted the best sites and ways to share our mission, I got an up close and personal view of our work on a very intense and complex relief operation. As flood waters subsided in some areas and rose in others, the operation was ever-changing as communities that were fine originally were impacted as the days went by and rivers continued to flood.

 While I saw really bad wind damage in Wilmington, more heart-breaking were the communities a little further inland who were devastated by the river flooding that continues as I write. Before my experience in North Carolina, when I thought of flooding, I thought of water (maybe even dirty water) flooding a home. What I was not prepared for was the flood waters that we saw in North Carolina. When the river flooded, it was tainted with raw sewage. It affected the water supplies in these communities and the smell hit you like a two by four. It was so incredibly overpowering and could quickly make you ill. As waters begin to subside, more and more homes and apartments are being condemned, due to these toxic waters.

 There were many communities that were essentially islands, blocked by flood waters in all directions. These families were living in homes that, because of the flooding, had no power and no water. Our emergency response vehicles (ERVs) would travel as far along these roads as possible, and then park right where the road was still under water. Families would kayak over the flooded section of road and we would load them up with meals. These families were living in terrible circumstances because they were afraid if they left, they would not be allowed to return. Children living in homes that had been flooded with toxic water โ€“ it was heartbreaking.

 Along the way, we met families who were staying in their flooded homes, and we also met families who had evacuated their home close to two weeks prior and were beside themselves, waiting for the water to subside so that they could determine whether or not it would be possible to salvage anything at all from their home โ€“ any memories from their life pre-Florence. So many of these families would tell us to save the food and supplies for people who needed them; people who were worse off. They would ask us where they could go to donate to people who had even less than they did, and we would assure them that we had enough food and beg them to take some meals and supplies. Many were families that had only recently recovered from Hurricane Matthew.

 I met one woman who had been able to see her home for the first time that day after evacuating 13 days prior. She had moved from Massachusetts at the beginning of the year, and had little in the way of family or a network in the Carolinas. She said that when she opened the door, she just cried. The smell of sewage was overwhelming, and there was nothing to salvage. She had purchased all sorts of cleaning supplies that she now wanted to donate to us. When I asked her if we could give her some food, at first she said no but then relented and agreed to take meals for her three children. She shared that they had lost a pet in the flooding, and her 12 year old daughter was struggling. The family had been volunteering with a number of groups โ€“ churches, the Cajun Navy, etc. over the prior week โ€“ any way that they could help. She shared that she was in a haze, still in shock, and they would often forget to eat. She was grateful for the meals.

Visit Red Cross – Prepare and Deliver Food 2018.09

TBF visit the Red Cross to help prepare and deliver food daily to Flood Areas

We went on location to where the Red Cross was preparing food and shelter for flood victims.  While FEMA task is to help with compensation – people had to have proofs, but Red Cross will help people regardless of proof.   Considered as a mission, volunteers must search for news in affected places.   Beside the shelter and hotels where refugees gather in crowded places, we deliver food to areas without power where people are unable to cook.

Even with all the calamity, the Baptist Church volunteers were able to all travel every where to deliver food daily.   The cost of buying food was paid for by the Red Cross.  We were amazed that most of the people who helped cook the food were the elderly.  Possibly because they are retire and therefore have more time.  Their enthusiasm and spirit of service were very high.   Everyday they cook 2 meals – lunch and dinner.

Red Cross’s Emergency Response Vehicle (ER Vehicle) vehicles are everywhere to distribute food.  This time we follow the food delivery team at Cape Fear River in Pender County, North Carolina.  This is the second time they have to move through the highlands.  This is a newly isolated area over the past few days and because of the overloaded rivers, some families refused to evacuate.   The road was stopped by the police and they only allowed police and Red Cross cars to pass.  The vehicle had to stop when it there is high water, do not attempt to cross it.   Our vehicle stop for food preparation and asked people with big trucks to help transfer food.  The previous day, a pastor used a boat to transfer food to 70 people in the flooded area.

The water rise and fall every day, dead fish appear everywhere around the river, on asphalt, sewer pipes … the odor was very strong.  The experience was unforgettable for the volunteers and felt the sincere effort of so many people to bring peace and share with flood victims …

Much appreciation to everyone and thanks to the contribution of so many benefactors, the volunteers of many charity groups in easing hardship of those affected.

The entire community of Victoria County, Texas is so very grateful to the Tu Bi Foundation for reaching out and helping 110 families here begin rebuilding their lives after Hurricane Harveyโ€™s devastation.

The foundationโ€™s compassionate and generous contribution will long be remembered by each of the families receiving your $250 gift, as well as by our local government and the organizations working to help people hurt by the Hurricane.

Tu Biโ€™s initial gift of $25,000, gratefully accepted by the Victoria County United Way on behalf of the Victoria County Long Term Recovery Group, provided $250 checks to 100 families here in desperate need. Then Tu Bi very generously brought 10 additional $250 checks Saturday so that even more suffering families benefit from your compassion.

The joy and happiness on so many faces during Saturdayโ€™s presentation at the Victoria Community Center showed the hope each family has for the future with your help. We heard from so many of the recipients how grateful they were for your gifts and for your compassion for their suffering.

On behalf of the Port Aransas School Community and the families & students that make up this very special city, I want to THANK the Tu Bi Foundation and their leaders and volunteers for the heartfelt financial contribution that was made to our School community and our Chamber Foundation on October 21, 2017.
 
So many families received direct financial help from your caring Foundation and it will help tremendously in the most difficult days ahead in our recovery from Hurricane Harvey. Over 90% of our community was impacted significantly by Harvey and our  (3) schools were all damaged that forced closure of our schools for 8 weeks.  Today, over 75% of our students our back in Port Aransas attending school in temporary classroom trailers, with most families still living outside of Port A because their homes were lost or damaged. Many make the commute from other cities as far as 35 miles away just to attend their beloved Port A school.
 
Your much appreciated donation to our Chamber Foundation went immediately to help several school families return to Port Aransas and move into temporary Rv trailer homes so they can be back in their community close to school.  We will be forever grateful for this donation and recognize the selfless work Tu Bi does in helping school families and children in the US and around the world.

Friday, October 20, 2017, Tu Bi Foundation distributed gifts to 30 families in Austwell. There are 514 people living here and 147 houses. It is north of Rock Port. Austwell residents are mostly senior citizens, there is only one baby and he/she is 2 years old. The damage caused by the hurricane can not be repair, because the elders have no money. This is everything that they’ve worked for and have cultivated for decades. Their lives were completely disturbed. We’re told that mobile homes and rental homes will not receive money from FEMA.

Thank you to everyone who signed up to assist us at the BakerRipley Harvey Shelter at NRG.  We have had over 8,000 guests come in and out of our doors since we opened.  Many of our families who were stable before the storm have found housing elsewhere.  Right now, the 2,200 guests who remain here are those who were housing insecure, homeless, disabled, or vulnerable before the storm.  The work and the enviroment are changing, but we still need volunteers to keep this place organized and safe as we work to find a more permanent solution for our remaining guests.  **Thank you for your patience, flexibility, and all you have done.  As our needs change at the shelter, our volunteer needs will continue to fluctuate – sometimes hourly.  We have had full volunteer shifts during the day, so if you are here during those times please be patient with us as we work to put you all to work.  If you want to be where you are most needed, it is our 5pm-9am shifts.

Thank you again for your support and we will continue to keep you updated on opportunities in and outside of the shelter.  We hope to see you again very soon!

We are in the final days here at the NRG shelter working towards our September 23rd close date.  We will need volunteers now more than ever as we help our guests to pack, organize, and transition from our shelter their next home.  If you are able, please volunteer now through Saturday night – we can really use your help.  The next few days will also be physically demanding, so strong volnteers are definitely a plus!

We may also need volunteers for a special Sunday shift to finish the clean-up at the site, if we are not able to finish on Saturday.  If you are available, please sign up for the shift on Sunday and we will let you know by the end of the day on Saturday if you are needed or not.

Things you need to know:

NRG Center is located at 1 NRG Park, Houston, TX 77054.

Free parking: Enter through Gate 10. Pass red lot and go down NRG Parkway. Park on your right in Orange lots 8, 10 or 12. Parking Map

VOLUNTEER CHECK-IN HAS BEEN RELOCATED. After parking in the orange lot, the volunteer entrance and exit is through the glass doors by the flagpoles.

Bring a photo ID for verification – Volunteers must be 16 and older.

Wear comfortable clothes and your earn, learn, belong shirt if you were issued one.

Bring your own non-perishable food or eat before you come. Meals will be prioritized for guests first, so we cannot guatantee there will be food for volunteers at every shift.

You must agree to protect the guests’ privacy. DO NOT TAKE PHOTOS OR SHARE GUESTS’ STORIES ON SOCIAL MEDIA OR ANY OTHER PLATFORM. It is important that we protect their dignity. If you are seen taking pictures anywhere inside NRG Center, you will be escorted out of the building.

Listen closely. People will have various needs and it’s important for us to hear them and act accordingly. This is an opportunity for us to bring peace, a listening ear, and a helping hand.

Refer to people in the shelter as guests, neighbors, or friends. DON’T call them refugees.

Dear Benefactors,

As we have personally felt and experience the heavy rains that poured over an estimated 15 trillion gallons over East Texas from Friday, August 25 to Tuesday Morning, August 29, 2017. During the past five days, rising water levels have paralyzed all activities. According to reports, many people have died; many homes, property, and vehicles are severely damaged. In addition, more than 17,000 people have been evacuated to emergency shelter.

In the spirit of compassion of the Buddha, “morning give people happiness, afternoon help people ease suffering,” VNBC  – Chua Viet Nam is calling all the benefactors everywhere to open their heart by donating to the relief effort to lessen the suffering of the people affected by the disaster.

VNBC  – Chua Viet Nam in Houston, Texas will receive your contribution from today until August 30, 2017 to September 30, 2017.  Viet Nam Buddhist Temple and Tu Bi Foundation will have delegates in contact and receive continual updates from FEMA and the American Red Cross as they monitor the situation in Houston and surrounding areas.

We look forward to welcoming benefactors in our fundraising effort, as Houston is our second home, the place where many Vietnamese refugees are living.

RE: Donation to the Louisiana Flood Victims

 

Tu Bi Foundation is a non-profit organization, established in 1993 by the Abbot of the Vietnam Buddhist Center (VNBC) in Houston, Texas. The Vietnamese word, โ€œTu Biโ€ was chosen because it represents compassion and loving-kindness. Our key mission is to raise money, primarily within our Vietnamese-American Buddhists community at large here throughout the U.S., to provide financial assistance to places worldwide affected by natural disasters.

The Vietnamese-American Buddhists here in the U.S. strongly and deeply felt the pain and suffering of our fellow Americans who were directly affected by the unprecedented flooding in southern Louisiana in August as many of us who before lived in Vietnam had gone through and experienced similar devastation. Thus, on behalf of the Vietnamese Buddhists community at large, Tu Bi Foundation would like to donate $28,604.00 (twenty eight thousands, six hundred, four dollars) to help the families, schools are still in needs of recovering their losses, particularly costly properties that they once owned and depended on for their daily life. We realize that many have lost significant amount of properties, and they are still struggling to get their lives back to normal. Thus, we are reaching out to our fellow Americans in Louisiana, and let them know that we stand together with them through difficult, challenging times.

Based on our conversations with Ms. Sarah H. Berthelot / President and CEO, Louisiana Association of United Ways, we would like to donate $14,302.00 to each of the two schools were badly damage by the flood. Ms. Sarah indicated: How can we partner? Based on our conversations, LAUW can work with the Capital Area United Way to make contact with schools who are in need of resources for restoration. We can work with local schools to discern how to best use donations โ€“based on their specific challenges. For example: if your donation could provide $14,000 to 2 school sites, LAUW and CAUW would work to identify the needs of the schools, ensure the school follows through and then report the results back to you. We would stay in touch so your organization can be informed of the progress made with your donation.

We are grateful for your commitment to help Tu Bi Foundation to carry out the flood relief in Louisiana.  On behalf of the Vietnamese American Buddhists community, Tu Bi Foundation would like to send our solemn prayer to all households in southern Louisiana for a speedy recovery.
